About the Parks & Recreational Services Branch

Located within the Lifestyle & Community Directorate, the Parks & Recreational Services Branch is responsible for planning, constructing, maintaining and conserving the Gold Coast's parks, open spaces and natural areas to enhance recreational and sporting access, active and healthy lifestyles, appreciation of our natural areas and biodiversity conservation. Within the Branch, the Natural Areas Management Unit (NAMU) is responsible for the day to day management and protection of a 13,000 hectare estate with significant and diverse biological values. The unit protects and enhances conservation reserves that extend from the McPherson Range to Southern Moreton Bay.

About the Position

The position will help deliver the City's slope stability and risk mitigation programs. These programs include whole network risk identification and mapping, site-based geotechnical risk assessment, capital projects and maintenance of existing and future slope stability assets. The position will work with consultant geotechnical engineers and internal and external stakeholders to identify, map and prioritise risk.

In addition, the role will be responsible for the prioritisation, scoping, programming and program management of slope stabilisation capital projects, slope stabilisation asset maintenance and other natural hazard mitigations. The position will perform the role of Council Contract Representative and Asset Custodian representative and be responsible for developing and managing multi-year service contracts to help ensure NAMU's slope remediation risk mitigation and asset management exceeds corporate standards and benchmarks.

The position requires well-developed interpersonal influencing skills and previous experience engaging, collaborating and influencing key stakeholders and customers. Rising to this challenge through risk management and prioritisation is fundamental to this role.

Key deliverables of the position:

  • Oversee the mapping and prioritisation of slope stability risk at the network level
  • Help lead City wide risk assessments to identify and prioritise natural hazard management and risk mitigation strategies.
  • Engage a geotechnical engineer to complete detailed site-based risk assessment and determine scope for mitigation and/or treatment to reduce the risk to as low as reasonably practical (ALARP).
  • Prioritise, scope, deliver and monitor NAMU's slope stabilisation capital projects.
  • Oversee delivery of multiple large and complex projects concurrently at existing and emerging sites.
  • Guide and manage detailed design of engineered or alternate solutions to achieve ALARP.
  • Help develop and manage specifications, cost estimates and tender documentation to enable procurement for construction.
  • Oversee the procurement of a geotechnical engineer to monitor hazards and condition score risk mitigation infrastructure.
  • Prepare Terms of Reference and other scoping documents for quotation kits to procure services and deliver large and complex capital works projects.
  • Work with the City's procurement team to develop and manage service contracts and infrastructure maintenance plans for slope stabilisation assets to ensure NAMU achieves its key deliverables and other vital corporate strategies and plans.
  • Perform the role of CCR as required for the above services contracts.
  • Undertake stakeholder and Councillor engagement.
  • Develop Asset Management Plans for slope stability and other risk mitigation assets, which are integrated with the Branch's overarching plan.
  • Help maintain and enhance the Unit's WHS management system and ensure that staff work safely in remote areas.
  • Prepare business cases, briefing notes etc and Council agenda reports as required.
  • Control, mitigate and monitor actions arising from Corporate and Directorate risks (instability/rock fall) in Council-owned natural areas.

About You

The ideal candidate will have a demonstrated ability to assess and prioritise risk in natural areas.

You will have a proven track record in the delivery of both capital and operational risk mitigation projects. You will have demonstrated expertise in program, risk and contract management. In addition, you will have a strong understanding of the geological processes that cause slope stability, rockfall and/or landslides or the ability to rapidly acquire the same.

We require a team player with strong analytical and problem-solving skills and exceptional interpersonal and communication skills. You will be a natural relationship builder and enjoy building rapport with diverse stakeholders across the business.

Candidates will be experienced in triaging and prioritising risk mitigation treatments across a large public-facing network. You will be focused on and committed to the safety of your teammates, stakeholders and park visitors.
