As a rapidly growing city, Council has a strong commitment in meeting the current and future needs of its community for effective waste management services and fit-for-purpose resource recovery infrastructure.  Ipswich Waste Services (IWS), as Council’s only commercial business unit, has the responsibility and obligation to manage waste services with a vision to lead by example and deliver best practice waste and resource recovery solutions.

This is an exciting time to be part of the Resource Recovery team at Ipswich City Council.  The Strategy and Business Planning Manager plays a critical role in the planning the future needs of the city and community, as well as driving growth in the commercial portion of the business.

As part of the senior management team, you will work closely with other business units across Council and lead the strategy, education, and business teams delivering on the Resource Recovery Strategy and Annual Performance Plan, as priority deliverables of Council.

You will ensure the provision of specialised and technical capability to effectively manage and lead the development, delivery and evaluation of Council’s waste and resource recovery strategies, business plans, audit and risk registers, commercial customer management, and operations support.

Some of your key responsibilities will include:

  • Provide strategic and effective leadership to the Strategy and Business Planning section within the Resource Recovery Branch
  • Lead the coordination, development, implementation and monitoring of the City’s resource recovery strategies and policies, infrastructure plans, contracts and customer relations, funding agreements, business plans, and education programs
  • Provide leadership and specialist advice in managing the financial reports, risk and audit registers, business management systems, commercial contracts, resourcing and ICT requirements for the Branch
  • Supervise multiple projects requiring high levels of co-ordination

About you

To be successful in this role you will have:

  • Degree in Environmental Management, Natural Resource Management, Business or Contract Management, Finance, and/or substantial experience 
  • High level interpersonal, communication and liaison skills to represent Council and communication with a range of internal and external stakeholders
  • Demonstrated high level leadership skills and experience in leading high performance and effective teams in a dynamic and rapidly evolving environment
  • Extensive experience in business and financial planning, policy and strategy development and implementation of innovative solutions, preferably within a local government or waste industry environment
  • Substantial skills in efficient management of multiple projects
  • Substantial knowledge, or demonstrated ability to quickly acquire expertise and understanding, of the waste and resource recovery sector at a local, state and national level
  • Proven ability in developing effective partnerships within an organisation as well as with external customers and stakeholders
  • Proven ability to be adaptive and responsive to changes in strategic direction and organisational priorities
