We are excited to offer a fantastic opportunity to join Hume City Council as a Team Leader in Environmental Planning. This leadership role is crucial within our Planning and Development Department, contributing to the protection of the environment, in the context of environmental planning, in one of Victoria's fastest-growing municipalities.

The successful candidate will have substantial experience in Environmental Planning. Your ability to build strong collaborative relationships with both internal and external stakeholders will be essential in this position, as you will play a key role in supporting the delivery of successful outcomes for our environment and community.

What you’ll be doing:

  • Provide leadership for the Environmental Planning team including to lead, mentor, develop and support direct reports and other staff in collaboration with the Coordinator Environmental Planning & Compliance and Manager Planning & Development.
  • Assist in monitoring and reviewing the budget and Council, Divisional and Department plan obligations in collaboration with the Coordinator Environmental Planning & Compliance and Manager Planning & Development.
  • Develop strategy and policy documents to guide Council’s direction for the protection of the environment, in the context of environmental planning.
  • Work with the Strategic Planning Department and others to provide input into planning strategies and scheme amendments to improve environmental protection within the Hume municipality.
  • Research, prepare and complete reports on environmental planning issues and make recommendations to EMT, SLT and Council.
  • Provide technical support for major infrastructure projects developed by Council to allow for the preservation of environmental values in the project design & delivery of capital works and services.
  • In collaboration with the relevant departments promote community awareness of, and participation in, the development of strategic environmental planning policies which advance Council’s objectives for the protection of the environment.

The skills and experience you’ll bring to the role:

  • Thorough knowledge of urban growth in a local government context and the issues, trends, theories and methodologies used in responding to these.
  • Thorough knowledge and proficiency in the application of urban and rural environmental planning issues, trends, theories and methodologies and skills in applying these. Knowledge of relevant Government policy and the planning role of Local, State and Federal Governments and related growth area planning bodies such as the Victorian Planning Authority.
  • An ability to solve problems and carry our effective research.
  • Knowledge of and ability to interpret State planning legislation and State strategic planning policy with a good understanding of the Victorian Planning and Environment Act 1987, Victorian Planning Provisions etc.
  • An understanding of the long term goals of the organisation and of its values and aspirations and of the legal and political context in which it operates.
  • Demonstrated ability to use Geographic Information Systems for the purposes of decision making.
  • An ability to understand the consequences of planning issues within a broad strategic framework with an environmental lens.
  • Strong understanding of the environmental planning issues relating to the Hume municipality.
  • Knowledge and understanding of offset management plan programs and related issues.
  • Skills in the principles and practices of budgeting and relevant accounting and financial procedures, including the ability to effectively and accurately administer and managed budgets.
  • Demonstrated ability to identify and set future directions and to develop strategies and policies to achieve positive environmental outcomes for planning related matters.
  • The ability to advocate debate and liaise on matters relating to planning approval.

Required Certifications & Qualifications:

  • Tertiary qualifications completed in environmental planning, environmental science, botany, natural resource management, ecological science, environmental sustainability, biodiversity, catchment management, environmental law or other related field or similar appropriate discipline and several years’ relevant specialist experience or lesser formal qualifications with extensive experience.
  • Demonstrated leadership skills and the ability to build teams, supervise, train and develop staff and ensure adherence to policies and procedures.
  • Excellent knowledge and understanding of the political environment of local government and its associated complexities.
  • Extensive and varied experience in environmental planning, preferably in environmentally sensitive and urban fringe areas.
  • Demonstrated knowledge of and experience working with legislation, regulations, policies and procedures including but not limited to Environment Protection and Biodiversity Conservation Act 1999, Planning and Environment Act 1987, Flora and Fauna Guarantee Act 1988, Growth Corridor Plans, Victoria’s Native Vegetation Regulations, Victorian Planning Provisions, Melbourne Strategic Assessment and the Biodiversity Conservation Strategy for Melbourne’s Growth Corridors.
  • Highly developed interpersonal skills evidenced by an ability to maintain effective relationships with external agencies and stakeholders, Council, the community, management and staff.
  • Current driver’s licence.
