Priorities include health, education, employment and training, small business development, land management, law and culture, and protecting native title.

The Role

The primary objectives of this position are to:

  • Support the Tjiwarl Heritage Team to ensure heritage activities including surveys and related meetings are planned, implemented, and completed in a professional and timely manner that meets the obligations of agreements, legislation, and satisfaction of Tjiwarl Native Title Holders.
  • Be the central conduit to communicating heritage requirements and upcoming projects to members of the Tjiwarl cultural advisory committee, Parna (Country) Committee; and liaise with members of the Parna Committee to confirm the correct people to attend all heritage works, inclusive of proposed/planned surveys, monitoring, and site visits.

Duties and responsibilities include, but are not limited to:

Culture and Heritage

In facilitating heritage surveys:

  • Ensure that companies provide required spatial data, mapping and accurate GIS Data for surveys, monitoring, and heritage activities.
  • Ensure all work program information and Scope of Works is received in accordance with agreements.
  • Assist with Heritage Approval Requests for all survey and monitoring activities.
  • Liaise with the Parna Committee in relation to the area of Country to be surveyed and confirm the right people for that survey.
  • Provide names and dates to the Project Support Officer to facilitate logistical arrangements.
  • Liaise with the accounts team to ensure estimates and quotes are prepared and issued for all proposed surveys.
  • Following surveys, support the Heritage Team to ensure that heritage survey reports and associated spatial data are received and comply with agreements.
  • With the assistance of the Project Support Officer, assist Tjiwarl Members to complete employment documents and medical forms related to heritage fieldwork.
  • Ensure health and safety procedures are followed during survey and monitoring activities.
  • Be available for periodic travel to the Goldfields region to attend surveys, meetings, and events, as required.
  • Assist with maintaining the electronic register of surveys (Spatial Data and Heritage Reports etc).
  • Complete attendee contact and logistics and TA payment organisation for heritage and monitoring activities when Project Support Officer is unavailable
  • Facilitate timely payments to survey participants through provision of the activity timesheet to the Tjiwarl Finance Team.

Planning & Policy

  • Contribute to monitoring and evaluation reports, and general heritage matters.
  • Support the development and implementation of a strategic plan for caring for Country and maintaining connection to Country.

Administrative and Meeting Tasks

  • Support heritage and general project administrative duties as directed by the Line Manager or CEO.
  • Attend cultural heritage meetings and engagements to support Tjiwarl AC when required.
  • Adhere to compliance procedures.
  • Periodic travel to Perth and/or Goldfield’s region to attend meetings as required.

Internal & External Communications

  • Provide information on heritage activities to inform Tjiwarl’s communications to members.
  • Be a central conduit to communicating heritage requirements and upcoming projects to members of the Parna Committee.
  • Support the facilitation of Tjiwarl events as required; and
  • Other duties as required by the Cultural Heritage Manager or CEO.

Selection Criteria

Essential:

  • Be approved by Elders and the Board as an appropriate Heritage Project Administrator.
  • Have a good level of Culture and Heritage knowledge of Tjiwarl Country.
  • Have some knowledge of Native Title.
  • Sound Knowledge of the amended Aboriginal Heritage Act 1972 and how to apply cultural heritage legislation.
  • High level interpersonal skills with the ability to establish and maintain positive and productive relationships with major partners and stakeholders.
  • Cultural competence, particularly with Aboriginal people.
  • Ability to use administration systems to coordinate survey and meeting logistics.
  • Proven experience in project administration or a similar role.
  • High level organisational skills and ability to consistently follow through on tasks.
  • Ability to work independently and take initiative.
  • Be available to travel to Leinster and the Tjiwarl Determination Area as needed.
  • Comply with governance and administrative requirements of the role and corporation.

Desirable:

  • Experience working within Cultural Heritage Management or Similar Field.
  • Experience working with Aboriginal organisations and people.
  • Administrative skills - e.g. excel, word, phone systems, MS Teams.
  • Understanding of basic ArcGIS, GPS, and Heritage Data Information Systems

Licenses & Accreditations

  • Current C Class Drivers Licence
  • Appointment subject to a National Police Clearance

Salary & Benefits

A competitive salary will be negotiated based on skills and experience. The role is based in Kewdale, with occasional overnight travel to the northern Goldfields.
